selling on ebay id verification

I changed my ISP about 3 months ago and since then I've carried on signing in to my ebay account without any problems. Today though having signed in as usual I wanted to sell an item and I got a message saying "I was attempting to use a computer they (ebay) were not familiar with and I needed to confirm my id " by answering a number of question relevant to my personal info as recorded in my account (password excepted)
Is this normal practise?
