Cannot Make Outgoing Telephone Calls

My landline won't allow me to make outgoing calls.
Each number I dial, I get a "The number you have dialled has not been recognised; please hang up and dial again" message.
Additionally, the line is VERY noisy/crackly.
I can receive incoming calls and my broadband connection is still working OK.
I have unplugged the broadband filter and tried plugging the phone (cordless) direct into the phone socket : same problem.
I've also tried plugging a corded phone direct into the main socket. Again : same problem.
My phone bill is paid direct debit and so I'm up to date with all payments.
The website for my landline provider says I have to call an 0870 number to report faults, but I can't make outgoing calls!
I don't own a mobile either.
What can have happened to my landline to cause this and how can it be fixed?

Turned out to be a broken line where it entered the house at roof height the Bt engineer explained that the broadband will still work on just one cable/wire.
I reported my problem using my neighbours phone and kept track of it on-line, although it was frustrating not being able to talk to anyone on a one to one basis it was resloved fairly quickly .

Do you need to dial 9 before your outgoing numbers - maybe something here will help?
