I've never asked one but they don't like sitting on damp grass
Not if they're wearing their Pacamacs and have wellies on.
sheep don't like it much when their wool shrinks.
From my observations in the countryside( where I live),cows do seek shelter from bad weather. This is more windy type rain than plain simple rain. Today , the cows were eating the grass in a field behind me in the rain, so were not bothered. But they will crowd up against a hedge against the wind. They know which hedge to go to , and seem to cope with most weather. But the farmer does keep them in a barn in the bitter cold winters, so they are not 'hardy' in that sense.
