If it is a tenanted property they will have signed an agreement that would have included a section on behavior and keeping the property in good order. You should find out from your local area who owns the house or who leases it, if it is their property then you should conact the local authority about the dog the garden and the foorpath access
If the dog is constanlly barking you should contact Environmental Health at your local council office. It might be worth ringing the RSPCA and reporting it as a dog in distress.
If their car is parked on a pavement, contact the police.
You have my deepest sympathy as I too have the neighbours from hell.

A dog barking constantly would really get on my nerves Stevie.Thankfully we don't have any dogs either side of our fence. One neighbour doesn't have any pets, but the other one has cats that tend to foul our garden occasionally.
Now that really does p*** me off!! But,I just scoop it up and, as tempting as it is,I could throw it back over the hedge next door, but I throw it over the hedge into the field.
As for the fence subject though, some of his plants and brambles and trees have overgrown into our garden, even though he cut back one of his trees a while back.
The brambles are rather a nuisance though.I just cut them when he's not around and put all the garden waste at the far back of our garden. Some of our wooden fence is in a right state as well. The wooden slats have come loose a bit,so maybe we are almost at the same wavelength as it were.I can always fix the fence though.
