Why is an Off Licence called an Off Licence?

May be a little late with this but there are basically two types of licenses for sellling alcohol - one for consumption on the premises (e.g. pub/restaurant) and one for consumption off the premises. A shop selling alcohol for consumption off the premises therefore has an 'off license'.
