how many teams qualify from each group in the world cup

All 9 group winners qualify automaticaly, The eight best 2nd placed teams will play two legged matches for the remaining 4 places, Group 9 consists of 5 teams. One less than the other pools. . When calculating the best runners-up , matches against the 6th placed finishers in Groups 1 to 8 will not be taken into consideration. THe criteria to decide the best runners up are
