Do large company's require Public Relations (PR)

It is said that large businesses do not need PR, please can you explain why?

I think its because once a company reaches a certain size people will flock to it regardless. I'm sure that there could be a better online auction site than ebay.co.uk such as http://uk.ebid.net/ but people tend to use ebay. If you looked for people complaining about ebay you would find plenty of reports and posts but would it stop you using ebay? Thats why large organisations possilbly don't need PR.
