don't know for certain but could it be in case a hearse carrying a body breaks down ?
This hearse is a "Blocker" . . . Used as a spare on a huge occasion such as this, but in blocking role it's used to pull out and stop traffic flow which then allows the others to pull out. The hearses used are "BINZ" coachbuilt Mercedes hearses supplied by funeral companies owned by Dignity plc. Hence the reason why the all match. It also explains why 10 identical hearses can be provided with short notice.
The police escort and secure the cortege. The empty Hearse is a spare should one breakdown etc, as stated by Vulcan.
