Relying on knowledge of U.S. cars, you should find an electrical contact (switch) somewhere in the handle assembly.  Thisshould be adjustable.  My guess is the handle isn't making sufficient pressure on this contact to turn the light off...

Clannad is likely to be correct - although I'm not sure about the ajustability - it's normally just a button that effectively switches off the light when the handbrake is down (and I think your switch probably needs replacing).

However there are some cars out there that use the same light to indicate that the brakepads need replacing - I don't know if the 406 is one of them.

The other possibility which seems to tie in with the earlier cornering symptom is that it could indicate low brake fluid, I certainly had this on a Toyota and it's an easy enough check.
The same thing happened me as happened Fitzer, my car was leaking brake fluid.  Check the ground below where it is parked and get it checked out at a garage, as the handbrake light often doubles up as the brake fluid light
I had this problem with a Peugeout 306 a few years ago..the handbrake light was flicking on and off, i was driving in the wet and the brakes totally failed, as has been said before the light doubles for the handbrake, take it to a garage asap just to make sure!!!
