400mls is 0.4 of a litre
There are 1 000 ml in a litre (milli means thousand) so as bednobs says, 400 ml will be 0.4litres. 100 ml therefore is 0.1 litre.
There are 100 cl in a litre (centi means hundred). So in fact 400 ml is 40cl you'll probably have this on your measuring jug.
