I think that the answer is Temple Bar but I haven't worked out why yet. Temple Bar was a Victorian periodical in which Galt's works might have been published.

A problem is that Temple Bar is a mid-Victorian journal, launched 1860, while Galt had died in 1839. If the answer is a character in one of his novels, it isn't, as far as I can determine, in any of his better-known works.
