If i am not mistaken i think its Mariah Carey with music box from 1993, its has sold over 24 Million copies to date.

One unreliable rumour that I heard was that it was Dark Side of the Moon and that there was a factory somewhere producing this album for the last few decades.
All sounds a bit far fetched to me.
