Highway Code para 242:

“You MUST NOT leave your vehicle in a dangerous position where it causes any unnecessary obstruction of the road.”

Para 243:

DO NOT park or stop:

“Opposite or within 10 metres (32 feet) of a junction...”

“On a bend”

Perhaps one or more of the above covers the situation you describe. The first is a “MUST NOT” and is covered by law. The others are “DO NOT” and are advisory only.

think you maybe right sometimes its hard to keep cool though there have been a few near misses with young kids i can tell you
I had a similar situation where Vans.cars etc were parking on the footpath obstuctig the view for pedestrians and motorists and blocking the footpath for pushchairs, wheelchairs and partially sighted or blind people

I sent the council photographs and they said it was up to the police to do something - fortunately the family causing most of the obstruction moved - don't hold your breath - good luck
Going off on a tangent slightly.

I used to live in a central London Borough where all parking was controlled by permits for residents. The bays were marked in the road as per normal practice.

However on more than one occasion these were actually sited less than the limit quoted by New Judge i.e. within 10 metres of a junction. So people were forced to break the law by the local authority.

Whilst I do not have figures to back this up I also believe that more permits were issued than there were spaces thus meaning you had to literally use ALL the spaces whever they were
