What Specs Do I Need For A Gaming PC?

A mate wants to buy (or have built), a gaming tower PC in order to play the latest, fastest, up to date games. His current laptop doesn't meet the demands required, apparently.
What's the best specifications he needs for this please - ie: processor Gig/RAM/graphic card ram/hard drive/operating system etc?

You can get lots of great games that are a few years old and way cheaper than buying the latest versions. They will usually run on lower spec/cheaper kit as well.
