Flashing inverse video start-up screen

My computer was used to access pornographic sites and has been infected with pop-ups etc.

I've managed to get rid of most of them; but I have a problem on my start-up screen (the one that comes up when the computer is first switched on and has all the software icons on it, etc)

Following removal of a large pop-up ad (covering most of this screen), the text under the icons is in inverse video mode, and the background screen is flashing from grey to white every few seconds.

How can I correct this condition?

I've tried to reload Windows 98SE, has not worked so far.  Thanks.
