temporary promotions

I have been acting up as a manager (civil service) for 3 years. If I was in the NHS I would have ben made substantive. Do I have any rights in Employment Law to say I should be given the substantive position?

I too am a civil servant for a very large organisation. Now I also was doing the job of two people for 3 years. I asked my Line Manager to build a business case for me, he told me that rather than build a business case he will employ 2 more people in a higher position to myself which he did! I felt hurt very hurt and not only that used. I now find myself in a position where my line manager has asked me to go on courses of my choice and he will willingly sign them off, do I want to do them? do I heck. Where will it get me? no where, no more money or responsibility that was obvious. I have good qualifications very good indeed and could earn more money than I am getting at present but I love the job I do and wouldn't leave it for the world. I want promotion but the place where I work rarely has them come up and when they do about 30+ others want the same job! all I can say is that I have a very steadfast job but not one I want to carry on doing until I retire though. Civil service is one thing and they are a rule unto their own. Good luck in your case though.
