how much control does an ISP have

can an isp  (or someone monitoring traffic) block a connection, limit its speed prevent multiconnections in download managers or prevent downloading the same file from different locations as in download managers multi connection ability in an attemp to speed things up. can the isp control what programs have access to the internet.�basically how much control does an ISP have over a connection

If you are asking CAN an ISP do this,the answer is probably yes.

However,if your question is,DOES the ISP do this?Then the answer has to be NO.An ISP(usually) is handling so much traffic,from its customers(us) and with searching for and updating sites,that it would not have the time.Also what benefit would it be to the ISP? if it enforced it it would lose many of its customers,and that above all is what matters to every ISP.

To finish,an ISP has a lot of control over a connection,BUT does not enforce it for the reasons above.

They seem to have taken control of your keyboard too.  I would definately change ISP if mine started doing that.

You do seem (I agree with Kerplunk) to be with an unsatisfactory (for whatever reason) ISP.Who are you with?Like Kerplunk says why not change your ISP, there is no shortage of good ones.

hm forgt to tell u all something: I am in italy wher evrythings not posible but does happen and as i us my mobile phone a a modem my choice is somewhat limited and even more s when u consider that we r sreved by only two mobiile one or 2 mobile companies who rent to the others so there realy is no choice and as of now we have no DSL connection available on the landlline so yes i'm pretty well in the outback !
