Cant'do. So why did they then let the dog loose to roam the street? Sorry, no sympathy for the owners ignorance and stupidity here.

I can't imagine how painful that would have been for that poor dog.

I'm at a loss to explain the actions of any "human" who could do that to a fellow animal. Lack of money etc is no excuse in a case as extreme as that.
