marshall arts film title

does anyone know the title of a marshall arts film which was on tv a few months ago. The main character was of eastern origin and had an implant which made him a fighting machine,he is in a car handcuffed to a man of black origin which is being chased, and the black guy is very funny.They get stopped by the police and this is where the black guy says 'there you go, there you go. ohh!

Not sure about the implant bit but it does sound a lot like Rush Hour with jackie chan and chris rock(i think)

i dont think the title of the film was rush hour, jackie chan wasn't in it. I seem to think that the car they were being chased around America in was the black guys pride and joy.
