Your cold water tap in the bathroom is probably conected to a tank in your loft, not mains pressure. So it should be at a lower pressure than the rest of the house. If this is a recent development there may be a problem. But if its always been this way you can do nothing much about it.
Has it got a little filter which screws into the outlet of the tap?  I may be blocked or a bit furred up.

It's surprising if the bath is on stored water and the basin next to it isn't.  Youe can test where it is supplied from with a thumb (finger will be too small) used to stop the outlet when running.  If it's mains pressure it will not be possible to block (sprays out sideways).  I have seen this kind of problem caused by a disintegrated washer in the tap.  This is easy to fix, but of course you have to find the stopcock or valve.

Afterthought ; if you turn off your main stopcock so that your kitchen taps stop, does the bath stop as well?  If it doesn't, then it's on the stored cistern.  Still shouldn't be too slow, though as it will be on big (22mm) pipe.  Good luck

The washer might need replacing. I had this on a sink, where the washer partially came off of the spindle that it's mounted on, so when you turned on the tap, the gap didn't fully open up internally. An easy job to look at and a small cost for the washer. If the washer hasn't been changed in a while it can't hurt do this.

Usually your water supplier insists that at least one cold tap in the  house is fed directly from the mains.  It's usually the kitchen or bath room basin so's you can clean your teeth in or drink from this 'pure source'.

Like the man says it is a recent problem?  If so then the advice about washers/blockages is good.  Try and find your stop tap for this particular tap, isolate it and take the top of the tap to bits.  If you can't find the stop tap then turn off the mains and drain your cold water tank until water stops coming from the bath tap.  Stop draining and then take the top of the bath tap to bits. Be prepared, your washer might have disintegrated and the unions might leak when you reassemble.  Have in hand a new washer, vaselene to lubricate moving parts, PTFE tape to seal threaded parts and a silicon sealant for any other parts which don't want to remain water tight.

Good luck

Sticking jumper valve.
Dont forget if you follow Tim Baxters advice and drain your cold water tank you will need to tie up the ball valve to stop the tank filling back up again
