C/H Boiler

My sister has a modern British Gas C/H Condensing,Combination Boiler. The pipe that out through the wall is constantly freezing up ( it has pipe lagging around it) B/Gas engineers have been in twice since Christmas & state ''we get lots of this problem at this time of the year'', can anyone suggest a remedy for this ?

Read the answer from Gucciman towards the bottom of this recent thread for the cause of this and some helpful solution hints. BG are merely demonstrating their uselessness if they didn't even bother to explain why it happens.
