I think this is one of those rude american expressions used by ill mannered people, (the equivalent of British chavs) if someone is saying something that they dont want to hear they put their arm outstretched palm vertical in front of the other persons face and turn their head away.

Thereby the person talking is only talking to a hand.

Then, on an even more irritating note, you could say- "Talk to the finger cos you ain't worth the hand!" (To be said whilst moving your head from side to side with your mates backing you up with a "you go girl" or two...)
