iv just purchased a cloi 1.4 k reg its been standing for 3months .when the brake peddel is aplied iv got to push hard to stop it.the guy said the brakes have sized up is it an easy fix and if so what do i do to return the brakes to normal oporation.

if it's as bad as you describe, then for god's sake get someone to check it out if you aint sure yourself. could be simple, but probably is'nt. either way, dont hope for the best get it checked !
