Your word is an adverb qualifying the behaviour of someone who is against the cessation of the creation of nuclear power/weapons. As such, it is possible to conceive of a situation in which it might be used. To that extent, it is just as much a 'real' word as any other. All words were created to fill a gap in meaning, so why not this one?
