If Domestos kills 99.9% of all known germs, what 0.5% does it NOT kill. and more importantly, what is it called? Should I be worried?

I think you mean 0.1%, I don't know what it's called and no, you shouldn't worry about it.

The germs that Domestos doesn't kill are relatively harmless anyway, their only known symptom of infection are the inability to perform simple mathematical calculations.
