Ownership of cultivated land

The land at the bottom of my father-in-law's garden belongs (we think) to the railway as it then becomes an embankment. For the last 30 yrs he has grown vegetables there.
Can he claim the land by virture of this, and from whom?
Also can it be claimed retrospectively if the land (owned by my father-in-law) comes under new ownership?

The law was altered in 2002 to make it very difficult to claim already registered land by occupation/maintaining it for a minimum period of 12 years (30 years if owned by the Crown).
If you find it to be unregistered, read this leaflet and then make an application to the LR on form FR1.

"buildersmate" is right,..... You can legally claim this land but you will have to submit and application to the "Land Registry" and prove that you have being using or keeping the land.....The railways agency owns/registers large ammounts of land but this does not mean that you can't make a claim to it.....
