The Police Cars that have speed cameras in them that can follow a car and can tell it's speed, can they also tell the speed of a car coming towards them?

Yes they can.  They are fairer because they show the speed over a proper distance instead of a few inches.  And you can see exactly what you did, and whether anyone was endangered, when it is played back to you.
