What biodegrades Antibacterial Soap?

The product I've recently bought claims to kill 99.9 percent of household bacteria. Sewage treatment works use bacteria in those big tanks to break down sewage. Does the antibacterial soap ruin the sewage treatment works?
If the active ingredient gets into the oceans does one molecule of it kill one bacterium and then cease working or does it go on working until it encounters the one organism capable of digesting it?
