Dog walking scum (avoid reading if eating)

Say you're a dog owner. When it comes to your Pets little deposits and you are out walking, as I see it you have 2 choices.
1. Be a lazy 4rsed inconsiderate chav tw4t and just leave the sh1te where it drops.
2. Collect it in a plastic bag and dispose correctly later
So who the hell are these weird people who arent too lazy to take the plastic bag with them, but then after collecting up the mess then decide they are in fact too idle to now carry that bag, and leave that on the ground instead?! Great, now the turd cant even degrade and get washed away by rain etc!
What is the point? Is it some sort of new geocaching thing for dog dirt collectors?

stride on ahead ie I haven't seen it so can't pick it up
stand and gaze around and when sure that no-one is looking, just leave it
get a baggie out and pretend to pick up but actually leave it where it is ..............
I could go on but you get the idea!
But yes, I have seen the bags decorating the hedgerows and it does seem to be so stupid!
I really resent treading in dogsh1t when I always pick up after my own dog!
I often take the trouble to offer a bag to an owner who appears to have 'forgotten' to bring one out with them and sometimes they are grateful as they have genuinely forgotten. Sad to say that this is not confined to dog walkers with pet dogs. At any dog show when the car park empties you will see loads of plastic bags which have been left by the wheels of the car then driven off and left them, as though they 'meant' to take them home with them but forgot. With Crufts coming up next week there will also be a constant trail of poo in the way in from the car parks even though it is against the rules not to clear up after your dog. Some of the piles left by big dogs must weigh almost a couple of pounds and they cannot surely say they did not know their dog was doing it. If I see anyone leaving it I call out and say excuse me your dog just done a poo and offer them a bag. I have even been known to pick up the poo in a carrier bag on the market and go after someone telling them they have left their bag. When they say its not their bag, I say no but the sh*t inside it is. Believe me, responsible dog owners don't like it any more than you do.
I agree with lankeela but its not just dog owners. Round here, especially in the summer, its not uncommon to see disposable nappies dumped in the same way. Then there are the charming people who come into the forest to picnic and not only leave the picnic rubbish scattered to cause damage to local wildlife but also empty their filled disgusting car ashtrays as well.
