road works outsie my house at this time

This is getting on my nerves, i live in a terrace and on one side theres the m1 and the other is a busy road, there is roadworks happening on the m1 and it all starts in the evening and its friggin noisy and im unable to sleep, waiting for hubby to get in and then might get some sleep, his snoring drowns it.

You could try contacting your local council about the matter. (If you live outside a 'metropolitan' or 'unitary' area, it's the district council which you need to contact, not the county council). They've got responsibilities for noise control but I suspect that you'll find that there are exemptions for essential highways work.
Alternatively you could complain directly to the Highways Agency:

However they'll probably point out that the work needs to be done at night in order to avoid inconvenience to motorists. (It's a case of "you can't please all of the people all of the time". When I ran a railway station I would infuriate local residents, on very cold nights, by authorising train drivers to leave their extremely noisy diesel locomotive engines running all night, while the empty trains stood in the platforms. But, if they didn't do so, it would have infuriated commuters even more, when the trains wouldn't start in the morning).
