Can anyone tell me the name of the artist and song please!

I saw this video on You Tube and the song is now in my head a lot and I need to know the name of it so I can listen to it again!

In the video there is a Japanese guy (who I think is the DJ on the song) and he's got long hair and his glasses have psychodelic colours in the lenses. There is a guy rapping/speaking over the song and he's wearing a balaclava so you can't see his face. The bass line is really repetitive which is probably why it's stuck in my head!
