Hi, more often water gets into the rear drum ( If it's a drum) If a disk as you say, the damp between the disk & pad freeze up in-turn wheels lock, regards what Honda has stated, I cannot see that as the pads are open to the elements the dust in-turn should be blown out of the caliper area, another source of this problem in the Piston within the caliper, when you depress the brake the piston pushes the pad against the disk,there could possibly be a rust spot on the circumference of the piston stopping the piston from returning.
