I wonder, though, whether you are referring to the Salisbury "Convention" which has to do with House of Lords' intervention in House of Commons legislation.
If the latter, click here for a website about the Parliament Acts of 1911 and 1949. Once there, near the end of the section on the 1949 Act, you will see a reference to the Salisbury Convention in blue. Click on that for further information.
