Ushuaia - which I offered as an answer to your other similar question - has a cathedral (which some people believe is essential for a place to be called a city) and it's the 'capital' of the Argentinian part of Tierra del Fuego. Does that count?
Incidentally, Port Stanley has a cathedral, too, if that is your criterion for citydom!

Wikipedia describes Wells in Somerset as "the second smallest cathedral city in England." At a guess, I'd say that population-wise it is even more of a "township" than Port Stanley is!
Chambers Dictionary defines 'city' as "an incorporated town that has or had a cathedral." As Port Stanley has a mayor and council, it is, presumably, 'incorporated' and it certainly has a cathedral.

I'm rather puzzled, Estatic. Firstly, I'm not sure why you even asked this question, given that it seems you'd already decided what the answer was!
Secondly, in my response that opened with the words "So how are you defining...", I made two statements and asked four questions. You responded to one of the statements and answered none of the questions!

The question asked - what is the most southerly capital?
The answer given by two teams was Port Stanley - ten others gave Wellington.
It was resolved that the question should have been - which country has the the most southerly capital?
