Yeah pretty much.

If you've taken a test and it says positive i think id safely assume you're pregnant. I think home kits can be a false negative, but its very rare for them to give a false positive.

Are congratulations in order?
on the packet i think it's only in about 50% of cases
Just wait the extra 4 days to be certain.
