I think there's a product called Jolen which you can buy from Boots or supermarkets in their beauty aisle. It's a bleach and you can use that on your arms.

yeah but you don't want stubbly arms, once you start shaving, you can't stop, without an extraordinary amount of pain, that is, when have to start waxing or epilating to make the hairs thin. Plus shaving makes them darker.

Shaving doesn't make hair darker. I've been shaving my chin for years and the hair there is grey .
