Unsafe email attachment?

A friend tried to email me a photograph taken with a mobile phone. The email arrived but indicated that OE (Outlook Express) had 'removed the following unsafe attachment' ..... and quoted a meaningless reference. I have experimented trying to send such a picture to myself, with firewall temporarily suspended, but the same thing happens. I've looked in the OE help index but so far cannot find the answer. Can anyone help please - how do I stop OE removing an attachment that I wish to receive?

Basically though

1. Click Start, point to Programs, and then click Outlook Express.
2. On the Tools menu, click Options, and then click the Security tab.
3. Click to clear the Block images and other external content in HTML e-mail check box.
4. Click OK.
