No one does the latter in a proper business, that's what the public sector do. In any business wages are the largest cost and any that can be avoided will be.

Why gromit,no-one wants to pay loads more tax than they have to and it is made deliberately complicated so that some of us are paying more than we should.If it's legal then it's our right to pay what we are legally supposed to pay.
The benefit system may need altering if people are abusing it legally as in this case,but you are assuming that all people who have an accountant to work out their tax are just as immoral!
