Dog Turds on the pavement

I was happily walking to work this morning, iPod in and gazing in the shop windows I was passing when I trod in a huge dog turd.
I'm a dog owner, and I like to think a responsible one - I always, without fail, clean up after my dog. Even when he's got the trots I carry a 2 litre bottle of water so that I can wash it away, or at least dilute it.
Apart from the fact I nearly broke my bloody neck, I was wearing a pair of Timberlands - and if you've ever tried to get dog sh1t out of the sole of a pair of Timberlands, you will know it is a nigh on impossible job.
So, my question is, on a scale of 1 to 10, how painful should the torture be for people who don't clean up after their dogs?

1. It is not required by law to clear it up
2. It is nowhere near as harmful to health as dog mess
3. It would be difficult and dangerous to try and control a horse on the road whilst picking up its leavings.
4. It is a lot easier to accidentally tread in dog poo on the pavement than a great heap of horse poo on the road. Only a blind person could fail to see it.

Please don't go to Amsterdam then,or all their citizens would be severely punished.
Apart fro tne Vondel Park(which is clean and about the only large open space) Amsterdammers don't have parks as we do;so there is dog poop everywhere.
Or maybe they just are not worried about it.
That is not too excuse dog poop here,but there ARE worse places!
Please don't go to Amsterdam then,or all their citizens would be severely punished.
