Do I need to pay SSP to the person if he was on holiday and given a me EU SSP.

If the person was away on holiday, presumably booked holiday, then he was on leave and not off sick. Had he been well he would not have been available for work would he.
This person is just peeved because he lost part of his holiday to sickness and wants to get some cash together to go away again!

Your employee is correct in asserting his right to have part of his holiday entitlement converted to sick leave (thus enabling him to take that part of his holiday at a later date). That right has been established by a ruling from the European Court of Justice.
