A question for the experts.. is there software i can use to synchronise the voice with the lips in my films?

i use a film downloading website, and have been for about 5 months now. i have been experiencing synchronising problems. eg the actors lips are still moving before or after the spoken word. its usually a 4 second difference.
so is there software to resolve this problem?

Vlc player has track synchronisation, under the tools menu

Google and install AviDemux.
When installed, put a tick in the box marked SHIFT on the left hand side and put the speed alteration required in Milliseconds. Then save video.
