Does a lightning conductor on a church steeple show a lack of faith or confidence?

Despite their penchant for citing 'acts of God' as a cause for disasters, perhaps this is one area in which the insurance companies aren't quite so .... err .... religious.

Simples they usually have them on the tallest buildings, buildings which are most likely to be struck. A building is a building whatever its designation is, consecrated or not. I don't think divine intervention has been much in evidence anywhere lately.
the building wouldn't be coverred by insurance without one.

if they pray enough, they can hope for a bolt of lightning from their god, claim some cash back on the insurance then bog off to las vegas for a weekend, and then start another church roof repairs collection again on the monday.
