Allowing for possible differences between Brigg's engines here in the U.S., vs those in the U.K., you should find there's no actual "on-off' switch... usually they're optional. Just set the throttle to run and move the choke to "cold start" (or equivalent) and pull the rope briskly. When it starts, move the choke to "run" and set the throttle to the desired RPM's for the job... The shut down procedure is to move the throttle to "off" or "idle-off"...

If the engine "floods"... set the throttle to full open, the choke to off or shut down and pull the rope briskly to clear the cylinder.

Eddie's response got me to thinking that perhaps your engine is an electric start model... If so, you'll need to find the extension cord that goes with the particular engine. It's simply plugged into a common wall receptacle and then into the engine. You should find that the end that goes into the engine is a three pronged affair (to keep you from using it as an extension cord for other purposes. Once plugged in, there's a button you press to engage the starter motor (after setting the aforementioned throttle and chocke). The actual motor is a small device (about the size of a soup can) mounted just under the cylinder head on the body of the motor...
