I think she is old enough now, after all its only the lobes being pierced. Just don't go to anywhere like Claires - make sure you go to a proper piercing shop please! I hate seeing girls in those shops with the guns, so many go wrong.
I didn't have mine done until I was 18, some of my friends were done as babies, If she is sensible and you are strict on what earrings she has, its probably ok purely for safety reasons small studs or close fitting sleepers are probably best Torn earlobes are really difficult to repair. and usually result from something catching in a larger hoop type.
If she asks for a tattoo next you might have to put your foot down

I got mine done about 7 (but only because I was playing my divorced parents off against each other). I wouldn't let my daughters have theirs done until they were about 11 or 12 (but they haven't started asking yet so I miight change my mind). Please remember that she will probably have to cover up the earring (or remove them completely) for PE at school so you might want to wait for the start of the summer holidays so they have got time to heal.
I wasn't allowed until I was 13 though my mum has never had hers pierced and never really wears any jewellery save her wedding ring saying that.
Even when I was at university I didn't dare tell her I'd had my nose pierced until after I'd had it done, same with my bellybutton some years later, she wasn't impressed!
I think she needs to realise the importance of keeping them clean and making sure they heal properly.
As said above, get them done somewhere properly, supervised and with decent quality earrings. Make sure she understands how to deal with them during sports etc...
I have to say, I'd probably wait until she was older and wait until something like a special birthday or get her to earn it by proving she is responsible etc...

My mum wouldn't let me have them done until I was 16 - at which time she decided to do them for me with a darning needle and a cube of ice.
MrIncredible - remember the following:-
They McFluff you up, your mum and dad. They may not mean to, but they do.
They fill you with the faults they had And add some extra, just for you.
But they were wonderfully fluffed up in their turn By fools in old-style hats and coats,
Who half the time were soppy-stern And half at one another's throats.
Man hands on misery to man. It deepens like a coastal shelf.
Get out as early as you can, And don't have any kids yourself.
Being a parent is hard work - which is why I only have two cats.
