Ghost story set in present day/ 19th Century New York

I read this book about 20 years ago. It starts with a modern day business man who sees ghosts when it snows. Something happens and he goes back to the time period with hansom Cbas and gas lit streets and falls in love with the madam of a brothel (This is all true) he meets Teddy Roosevelt and others and I seem to remember it being a ripping yarn. I'd be grateful if someone can pluck the title out of the ether!

It sounds extremely fictional to me. Surely, nobody would believe this really happend.
