my email account system is Outlook Express

and I do not think it is the touch pad as my hands are well above it.

Hi Kiera I work for a broadband company and have heard of this problem before, i pressume by your post that you have a laptop, the only other thing i can think of other than faulty touchpad/equipment etc. is corrupt windows, including possible spyware and viruses, it has been known they can cause your mouse to jump, so obviously make sure your protection software is fully up to date, hope this helps you in any way, sniper!
