wonn a scratch card - scam?

there was a scratchcard that came through the post in a newspaper, so i decided to have a go, and found that I'd won two large prizes out of three chances. Reading the small print you see you have to phone a premium number which may last ten minutes then post it away to be able to claim your prize, a scam?
