I've never heard the 'cock-eyed Joe'. Are you sure you're not mixing it up with Cotton-eyed Joe, the title of an old folk song? Cotton-eyed Joe was a rambler who stole the heart of a girl. He left, she never married and remained besotted with him for the rest of her days: 'If it hadn't have been for Cotton-eyed Joe Then I'd have been married a long time ago' etc.
