No.  Most psyche wards in prisons are more stark white and antiseptic-looking.  Jeffrey Dahmer and Ted Bundy were probably comparable in craziness to Hannibal Lector, and though there were in isolation, their cells still had access to television and other modern conveniences.  By law, even Death Row inmates have to be allowed out of their cells for one hour per day for "recreation."
