It looks from your clue as though the answer to 3 (across or down) might be the name of a country, region, etc? If so, its capital is possibly the answer to 21a.

...And as I've typed that, I can see -

Skopje - anag 'jokes' (about) p(arking) - capital of Former Yugoslav Republic of Macedonia
